What is iSTART?

A platform for the strategic alignment of the DOST technology transfer programs and projects, engagement of RSEs, and conduct of R&D needed to create or improve MSMEs in support to the development of the countryside.

Objectives

Aim – assist Local Government Units (LGUs) in developing a technology based- development plan for agri-based, manufacturing and service sectors

Collaborate – engage Researchers, Scientists and Engineers (RSEs) who will support technology-based investments and projects in the region.

Establish – attract new technology-based investments in accordance with the validated plans in collaboration with LGUs.

Rationale

• Strengthen mechanisms to engage the local government units and local industries.
• Develop and implement R&D and conduct technology transfer activities focused on the felt needs and desires of LGUs.
• Enhance local development plans by integrating STI components at the municipal, city, and provincial level.
• Create an investment-friendly environment to boost the local innovation sector.
