Executive Order No.128 mandates the Department to “provide central direction, leadership and coordination of scientific and technological efforts and ensure that the results therefrom are geared and utilized in areas of maximum economic and social benefits for the people”.

The Department shall direct all its efforts to achieve its Vision:

“DOST as the leading enabler and provider of science, technology, and innovation (STI) explicit solutions towards national development.”

The DOST is directed to formulate and implement policies, plans, programs, and projects on science, technology, and innovation (STI). It is also responsible for ensuring that its initiatives are properly utilized towards accelerating and advancing the social and economic development of the country. Thus, pursuant to its mandate, as stipulated in Executive Order No. 128, series of 1987, the DOST’s Mission shall be:

“To direct, lead, and coordinate the country’s scientific, technological, and innovative efforts geared towards maximum economic and social benefits for the people.”

To guide DOST Officials and Staff in achieving organizational, professional, and personal goals and to bind them as One Team in carrying out its mission, the DOST hereby adopts the following core values, namely: Service, Commitment, Innovation, Ethics, Nurturance, Collaboration, and Excellence (SCIENCE):

SERVICE

As a government agency, the DOST adheres to the basic principle of public office, a public trust, pursuant to the 1987 Philippine Constitution. In the delivery of relevant, inclusive, and sustainable STJ-driven services, the DOST’s personnel shall perform their duties with utmost integrity, responsibility, and accountability.

COMMITMENT

The DOST shall provide the best STI-driven solutions to the country’s current, emerging, and anticipated needs, with the highest degree of commitment to knowledge-building, and technological advancement and translation for local, regional, and national development.

INNOVATION

Innovation is the hallmark of DOST. As such, the DOST shall promote a culture of innovation in the organization and among its personnel and stakeholders. Innovation shall likewise be embedded in the improvements of policies, plans, programs, projects, processes, and services.

ETHICS

The DOST shall uphold ethical standards and integrity in all stages of scientific practice. It shall provide strong enabling mechanisms to nurture honesty, collegiality. universality, professionalism, and dignity in all aspects of scientific work and practice of profession.

NURTURANCE

The DOST shall promote a safe and healthy environment that develops and nurtures scientific talents; encourages basic and applied research; strengthens technology development, commercialization, and adoption; and creates opportunities that push for S&T-based innovations. It shall also promote an ecosystem approach to science and technology by providing opportunities for access and equity, mainstreaming gender equality, creating and maintaining safe and green spaces, strengthening STI-based policies, and upgrading of infrastructures.

COLLABORATION

The DOST recognizes the importance of partnerships, knowledge sharing, and collective efforts in addressing complex and anticipated challenges through science, technology, and innovation, It signifies a strong emphasis on working with various stakeholders involving private and public partner agencies, international and local research institutions, international development organizations, higher education Institutions (HEls), non-government organizations (NGOs), civic and social organizations (CSOs), and other relevant organizations, to achieve common goals and advance scientific and technological progress.

EXCELLENCE

Commitment to excellence is the overarching battle cry to foster a culture of achievement and improved performance among researchers, scientists, and other S&T personnel in the DOST’s Collegial and Advisory Bodies, Sectoral Planning Councils, Research and Development Institutions, S&T Service Institutes, and the Central, Regional, and Provincial S&T Offices.
